Job Description
CBM International is seeking a qualified consultant or firm to conduct an end-line evaluation for the regional project "Enhancing disability-inclusive DRR capacities and strengthening resilience against climate-related disasters" (Project No. PG10008). The project is implemented in Zambia, Zimbabwe, and Malawi, with funding from the German Federal Ministry for Economic Cooperation and Development (BMZ).
The evaluation will assess the project’s effectiveness, relevance, efficiency, impact, coherence, and sustainability, with a strong focus on disability-inclusive Disaster Risk Reduction (DiDRR), Climate Change Adaptation (CCA), gender equality, and child safeguarding.
Scope of Evaluation
- Geographic areas: Mambwe and Gweembe Districts (Zambia), Muzarabani District (Zimbabwe), and Nsanje District (Malawi), plus regional activities.
- Target groups: Persons with disabilities, OPDs, VSLA groups, smallholder farmers, state/non-state actors, school committees.
- Key focus: Progress against three outputs (regional policy inclusion, national capacity strengthening, community-level adaptation and livelihoods).
Mixed-methods approach (quantitative household surveys, qualitative KIIs/FGDs, case studies, document review). Sampling must over-sample persons with disabilities (minimum 20% of sample). The evaluation must be participatory, accessible, and rights based.
